Blayre Holmes Davis is the Senior Director of Community Relations for the Pittsburgh Steelers. In her role, she is in charge of spearheading the organization’s community engagement initiatives, social justice programs, working with each of the players on their community outreach efforts and implementing NFL league wide social responsibility programs.

Prior to joining the Pittsburgh Steelers, she was the Director of Advocacy and Community Outreach at Adagio Health. In her role, she was in charge of developing and implementing the organization’s advocacy platform and working collaboratively with a variety of community stakeholders to create healthcare and education partnerships throughout Western PA. Blayre has over 10 years of experience in the nonprofit sector and has presented at a variety of local and regional conferences on the social justice movements and sports, women in leadership, and youth organizing.

Blayre graduated from California University of Pennsylvania in 2012 with a degree in Communication. She currently serves on the boards of the YWCA of Greater Pittsburgh, Urban League of Greater Pittsburgh, Gwen’s Girls, and Fisa Foundation.

Blayre lives in Allegheny County with her husband Austin Davis and their daughter Harper. In January of 2023, Austin was sworn into office as the first Black Lt. Governor of Pennsylvania. Blayre has the honor of serving Second Lady of Pennsylvania and looks forward to uplifting and serving the Commonwealth of Pennsylvania.

Akbar Hossain currently serves as the Secretary of Policy and Planning for the Commonwealth of Pennsylvania. Prior to his appointment to Governor Josh Shapiro’s cabinet, Secretary Hossain served as the Executive Director of the Shapiro-Davis Transition and as Policy Director on the Shapiro for Pennsylvania gubernatorial campaign.

Previously, Secretary Hossain was a white-collar government investigations attorney at Morgan Lewis and served as a law clerk at the US District Court for the Eastern District of Pennsylvania.

He has been recognized nationally as a Harry S. Truman Scholar, a Paul and Daisy Soros Fellow, and a member of the Aspen Global Leadership Network.

Secretary Hossain has a Bachelor’s Degree from Franklin & Marshall College and a Juris Doctor from the University of Pennsylvania Law School.

Elena Trueworthy was named by Governor Lamont as the Interim Commissioner of the Office of Early Childhood (OEC), effective October 1, 2025.

Since 2023, Trueworthy has served as Deputy Commissioner at the agency. She joined the OEC 2019, serving as the director of the agency’s Head Start State Collaboration Office. Immediately prior to that, she was associate director of early childhood investments with the Hartford Foundation for Public Giving, where she co-managed a portfolio of grants that support child health, parent education and leadership, community engagement, family child care, bilingual career pathways, and program capacity building. She also worked from 2011 to 2016 as the director of the organization’s Hartford Area Child Care Collaborative, in which she led a 350-member collaborative to improve child care quality and access. From 2001 to 2011, she worked in two Head Start positions with the Human Resources Agency in New Britain, including as the special services senior manager and as family and community development manager.

Trueworthy has volunteered with several organizations, including the Connecticut Latino and Puerto Rican Affairs Commission and various local community-led groups to promote and advance the strengths of diversity. She earned a bachelor’s degree in business administration from the University of Connecticut and a master’s degree in human services from Springfield College.
 

Olivia co-founded Children’s Funding Project in 2018 and now acts as the organization’s Vice President of Strategy and Advocacy. In her current role, Olivia oversees Children’s Funding Project’s work to identify and pursue new public funding for children and youth at the state and local levels, and directs Children’s Funding Accelerator, a nonpartisan supporter of campaigns for dedicated public funding for infants, toddlers, children, and youth and the advocacy partner of Children’s Funding Project. During her time at Children’s Funding Project, Olivia has led support to 23 successful state and local ballot measure campaigns that resulted in the generation of over $1.3 billion annually in public funding for children and youth. Prior to launching Children’s Funding Project, Olivia spent time at the Forum for Youth Investment and at the National Center for Mental Health and Juvenile Justice (NCMHJJ) at Policy Research Associates, where she assisted with technical assistance for states and tribal nations focused on behavioral health and juvenile justice policy reform. Olivia received her Bachelor of Arts in psychology from Middlebury College in Middlebury, VT.

Heidi Hagel Braid is a national child care nonprofit executive with a distinguished track record of leading and scaling innovative programs that support child care business development. Currently serving as President and CEO of First Children’s Finance, Heidi has spent over a decade at the organization in senior leadership roles, driving strategic expansion, forging national partnerships, and delivering high-impact programs.

She is the architect behind FCF’s ECE Business Collaboratory and the Child Care Business Ecosystem Framework and has led pioneering initiatives in rural and Tribal child care supply building. Heidi regularly advises on public-private partnerships, financial models in non-traditional care settings, and sustainable child care business solutions.

With deep experience in organizational growth and systems change, she has led FCF’s national expansion and founded multiple state offices and departments. A frequent speaker and trusted advisor, she is known for translating bold vision into sustainable results.

Beyond her professional achievements, she serves on several nonprofit boards and committees, contributing her expertise to shaping policy and improving systems that serve children and families.

Luke Bernstein is President and CEO of the Pennsylvania Chamber of Business and Industry. With more than 20 years of experience in business and public policy, he has held leadership roles in both the public and private sector. Before joining the Chamber in 2022, he served as Chief Operations and Technology Officer for Orrstown Financial Services and previously served as deputy chief of staff to Gov. Tom Corbett. Luke also has experience working at the federal level, both as an appointed advisor in the Administration of President George W. Bush and as an aide in the U.S. Senate. Luke has been regularly regarded as one of the most influential people in Pennsylvania by City and State. A Dickinson College graduate, Luke also completed the Duke Leadership Program and remains active in his community as a board member and youth sports coach.

Katie Caples is a seasoned nonprofit manager and strategist, with over twenty years of business and nonprofit experience. She has owned a boutique consulting company and worked in community and economic development, tourism, and most recently early childhood education. She has a bachelor’s degree in business administration and participated in numerous leadership, advocacy, and community offerings.

After successfully consulting and crafting Every Child Has Opportunities (ECHO) brand and Action Plan in 2023, Katie was hired by Community Connections for Children as ECHO Director to lead the York County, Pennsylvania initiative. Under her leadership, ECHO has awarded over $3 Million in grants to new and existing early learning providers in York County. In two years’ time, Katie has rallied the community and made significant strides to achieve ECHO’s goal: to double the number of low-income children in York County, Pennsylvania who receive a high-quality early childhood education. www.echoyork.org

Christina Cassotis is CEO of the Allegheny County Airport Authority, operating Pittsburgh International Airport (PIT) and Allegheny County Airport (AGC).

Over the past decade, Christina has led an era of transformation at PIT, redefining the role of the region’s airports from traditional transportation infrastructure to strategic assets driving innovation, economic opportunity and regional competitiveness. Under her leadership, PIT has become one of the strongest growth stories at a mid-size airport in the country, serving nearly 10 million passengers across 63 nonstop destinations in 2024.

Christina’s strategy is anchored in the belief that airports exist to help communities achieve their greatest potential. The daughter of a pilot, Christina holds an MBA from MIT Sloan and began her career at the Massachusetts Port Authority, operator of Boston Logan International Airport.

Elana Como, MS in Early Childhood Studies, is the Chief Executive Officer of the Northwest Institute of Research, Inc. (NWIR) and brings more than 30 years of experience in the early childhood profession. Her career includes serving as a Pre-K teacher, child care director, instructor, and technical assistance consultant. She has supported the early learning profession by providing professional development and technical assistance at the local, state, national, and international levels.

As CEO, Elana provides strategic leadership for NWIR, an organization dedicated to advancing early childhood education, workforce development, and community innovation. She also serves as Executive Director of the Early Learning Resource Center (ELRC) Regions 1 and 2, providing oversight for services supporting children, families, and early learning providers across 13 counties in northwestern Pennsylvania. In addition, she oversees the Northwest Professional Development Organization (NWPDO), strengthening the early childhood workforce through higher education partnerships, professional development, and career pathway initiatives. Under her leadership, NWIR recently earned the prestigious **Standards for Excellence® Accreditation**, recognizing the organization's commitment to the highest standards of ethics, governance, and accountability.

Elana is leading the development of the Live & Learn Miracle Homes initiative, an innovative model designed to address the child care workforce shortage by integrating high-quality early education, workforce development, and family support into sustainable, community-based learning environments. Throughout her career, her work has positively impacted more than 200,000 children, families, and early childhood professionals. She is passionate about creating innovative, collaborative solutions that strengthen communities, expand access to quality early learning, and build a sustainable early childhood workforce.

Karen Grimm-Thomas is an Early Childhood Education Strategy Advisor supporting Pennsylvania's Office of Child Development and Early Learning (OCDEL) through The Pennsylvania Key. She leads the Creative Child Care Solutions (CCCS) initiative, providing technical assistance to employers, business leaders, economic development organizations, and community stakeholders seeking to address the child care needs of working families. Central to this work is connecting partners with local child care providers and strengthening relationships between the early learning sector, employers, and community leaders. Through collaboration, strategic planning, and systems-building efforts, Karen helps communities identify shared solutions that expand access to high-quality child care, support workforce participation, and promote economic vitality.

Karen brings more than two decades of experience in Pennsylvania’s early childhood education system. She began her career in Pennsylvania's Head Start community, serving as a teacher, classroom mentor, education coordinator, and training coordinator. She later spent 12 years as Associate Director of the Pennsylvania Head Start Association, where she provided training and technical assistance and advocated for children, families, and early childhood professionals across the Commonwealth.

In 2017, Karen joined OCDEL as Director of External Relations. In that role, she led the Office's coordinated approach to stakeholder engagement, helping partners better understand OCDEL policies while ensuring agency leadership remained informed about how those policies were experienced and implemented in communities throughout Pennsylvania.
Karen earned a Bachelor of Science in Human Development and Family Studies from Penn State University and a Master of Science in Human Development from the University of Illinois. Originally from Pittsburgh, she now resides in Harrisburg with her husband and their two college-aged children.

Prior to joining i2M, Alex held management roles at Altria, a Fortune 100 consumer packaged goods manufacturer. She is a graduate of the University of Richmond’s Robins School of Business and Jepson School of Leadership Studies and a former Division I track athlete.

Stephanie Ferguson Melhorn is the Executive Director, Workforce and International Labor Policy at the U.S. Chamber of Commerce, where she leads education, workforce, unemployment insurance, and international labor policy. She represents U.S. employers at the International Labor Conference and is a leading advocate for policies that support working Americans and address barriers to workforce participation.

Stephanie serves as the Vice President of the Board of UWC Strategy where she works to modernize and improve the nation’s unemployment insurance system and serves on the Responsible Business Initiative for Justice (RBIJ) Advisory Council as well as the REFORM Alliance Work Matters Advisory Committee, where she helps shape policy solutions that expand employment opportunities for justice-impacted individuals.

Stephanie began her career working for Senator Dean Heller and subsequently worked on the public policy team at Amazon. She earned her Bachelor of Arts in Political Science and Spanish Language & Literature as well as her Master of Public Administration degree from the University of Nevada.

Ryan Page is the Director of Child Care and Co-CCDF Administrator at the Iowa Department of Health and Human Services. Ryan has been with Iowa HHS for 19 years, 12 of which have been dedicated to child care. She holds a Bachelor’s Degree in Psychology from Iowa State University, a Master’s in Criminal Justice from St. Ambrose University, and a Master’s in Public Administration from Drake University. Ryan completed the Afterschool Policy White-Riley-Peterson Fellowship through Furman University in 2021 and holds the Regulatory Administration Credential from the National Association of Regulatory Administration. In 2024, Ryan had the distinct pleasure of presenting to the U.S. Senate Committee on Finance on Iowa’s utilization of the federal appropriation of the Child Care and Development Fund.

Sean Perkins is the Chief of Early Childhood Education in Philadelphia, PA. He is responsible for setting the vision and executing the strategic development of a system of Early Childhood Education for Philadelphia. He leads a team that ensures there is an ample and accessible supply of high-quality seats, a well-trained and compensated workforce, easy access for parents and providers, and an infrastructure that supports coordination across citywide early childhood systems and funding sources. Previously, he oversaw all education service initiatives for New Orleans Public Schools, which included early childhood education, career and post-secondary preparedness, students in court-involved secure care, mental and behavioral health supports, and creating a family and student services center. Sean also spent two years creating and executing the plan for unifying the two school districts in New Orleans for the first time since Hurricane Katrina.

Robin Phillips is the Chief Executive Officer of Child Care Aware® of Missouri (CCAMO) and brings nearly 25 years of experience in child care systems building and nonprofit management. Recognized as a transformational leader, Robin has a comprehensive understanding of the child care ecosystem, understanding its impact on family access, child development, business viability, and macroeconomic growth.

Over the past nine years, Robin has led significant organizational growth and strategic reorientation at CCAMO, including a 50% expansion of the team, new programs, new technology, diversified funding sources, and increased financial growth. The organization is on track to expand its team by another 40% in the next two years.

Robin is a driving force behind innovative approaches that position child care as essential workforce and economic infrastructure. Through CCAMO’s most recent initiatives, Missouri Childhood Resource and Referral, Child Care WAGE$ Missouri, and Missouri Child Care Works, she is helping bring employers, government, philanthropy, families, community leaders, and technology together to develop sustainable solutions to Missouri’s child care challenges. Her leadership philosophy emphasizes letting go of what has been, challenging the status quo with curiosity, and being kind while moving forward with innovation and humility.

Robin is often requested to speak and present at local, state, and national events. She is a Class of 2024 graduate of Missouri Leadership through the Missouri Chamber of Commerce and became a Certified John Maxwell Leader in 2018. She holds a Bachelor of Science in Child & Family Development from Missouri State University and a certificate in Nonprofit Management from Duke University. Dr. Kendra Janelle Ross is a nationally recognized social impact leader, scholar, and cultural worker whose career has never fit neatly into a single lane. With more than 20 years of cross-sector experience spanning higher education, entertainment, technology, the arts, and civic leadership, she has built a body of work grounded in a single animating question: what does it take to create a world where more people are free?

Dr. Ross currently serves as Head of Purpose & Experiences at Duolingo, where she architected the company’s inaugural social impact function from the ground up and now leads an expanded portfolio encompassing global events and culture, belonging, and engagement. She is also co-founder and co-owner of ACT3 Consulting Partners, advising Pittsburgh organizations working at the intersection of arts & culture, community, and technology, on purpose-driven strategy, equitable growth, and long-term resilience.

A committed civic leader, Dr. Ross serves as Vice Chair of the World Affairs Council of Pittsburgh Board of Directors and as a Commissioner on Pennsylvania’s Early Learning Investment Commission, appointed by Governor Josh Shapiro. She is a 2025 alum of the Advanced Leadership Institute’s Executive Leadership Academy at Carnegie Mellon University’s Tepper School of Business. Dr. Ross has been named to the City & State Pennsylvania Power of Diversity: Women 100 list, honored as Culture Builder of the Year by Technical.ly Pittsburgh, and recognized with a 2026 Influential Powerhouse Award by the Neighborhood Learning Alliance Women in the Workforce, among other distinctions.

A proud Pittsburgh Public Schools graduate, Dr. Ross holds a Bachelor of Music in Music Business and Technology from New York University, master’s degrees from Brooklyn College/CUNY and The New School for Social Research, and a PhD in Community Engagement from Point Park University, where she served as an Assistant Professor of Sports, Arts, and Entertainment Management. Her doctoral dissertation, Freedom Dreams: A Black Feminist Exploration of Cultural Work in the Hill District of Pittsburgh, stands as both a scholarly contribution and a personal manifesto on the relationship between community, identity, and possibility.

Brian Schmidt is the Executive Director of Kids Win Missouri, where he works to develop policy and strengthen systems that improve the lives of children and families across the state. His work spans early childhood education, family economic mobility, healthcare, and children's safety — with a focus on building partnerships across the public and private sectors that can create durable change for Missouri's most vulnerable families.

Before leading Kids Win Missouri, Brian served as Executive Director of the Missouri General Assembly's Joint Committee on Tax Policy, where he helped legislators analyze and craft tax and economic development policy. He later founded Missouri Wonk, a public policy consulting firm, where he worked across a wide range of issues, including healthcare, education, housing, and neighborhood revitalization.

Kevin Schreiber began his tenure as President & CEO of the York County Economic Alliance(YCEA) on December 1, 2016. Prior to his time at the Alliance, Kevin served two terms in the Pennsylvania House of Representatives serving the 95th Legislative District, in York County, prior to which he served two mayoral administrations
as Economic & Community Development Director for the City of York. Kevin holds a master's degree from Penn State University, and a bachelor's degree from THE York College of Pennsylvania.

Linda Smith is the executive director at The Child Care Trust. Her work focuses on military, rural, and Tribal child care, early childhood financing, and engaging the business community in child care initiatives nationwide.Most recently, she was the senior director of federal policy at the Buffett Early Childhood Institute. Prior to this, she served as director of the Bipartisan Policy Center’s Early Childhood Development Initiative. She was also deputy assistant secretary for early childhood development in the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services and executive director for the National Association of Child Care Resource and Referral Agencies (NACCRRA), where she represented more than 650 community-based agencies.

Smith served as a legislative fellow and professional staffer on the Senate Health, Education, Labor and Pensions Committee. She was the director of the Office of Family Policy for the Secretary of Defense, where she was one of the primary architects of the military’s child care program. Additionally, she has held positions with both the U.S. Army and U.S. Air Force.
Smith began her career in early childhood education on the Northern Cheyenne Indian Reservation in her native state of Montana. She is a graduate of the University of Montana.

Mr. Wagner is a life-long resident of St. Marys, Elk County, Pa. He is married for 52 years and has four children and 15 grandchildren. He graduated from Penn State University and Villanova Law School. He recently retired from private law practice, which included 32 years as Elk County Solicitor and many years advising various local government agencies. He was twice honored as Solicitor of the Year by the County Commissioners Association of Pa. He has also served in leadership roles with several local nonprofit organizations and is currently the President of the Elk County Community Foundation. He also serves as Chair of the Elk County Childcare Strategic Planning Committee, which is pursuing strategies to provide local support to improve the childcare system in Elk County.

Elliot leads the William Penn Foundation’s grantmaking, working with the Program Team to ensure impactful, equitable, and transparent funding that expands access and opportunities in our region.

Previously, Elliot served as the Director of the Foundation's education program for almost nine years, leading our efforts to improve educational opportunities and outcomes for children in Philadelphia.

Prior to joining the Foundation in 2013, Elliot was an Associate Commissioner at the U.S. Department of Education, where he oversaw the federally funded Regional Educational Laboratories and the What Works Clearinghouse. He also spent more than a decade at the University of Pennsylvania's Graduate School of Education, where he was a researcher and member of the faculty. While at Penn, he studied the impacts of federal and state policies on the work of teachers and administrators.

A product of Philadelphia’s public schools, Elliot received his Ph.D. in education policy from the University of Pennsylvania and his B.A. from Yale University. Elliot is an Eisenhower Fellow, having studied education policy and improvement efforts in cities across China.

Lindsey leads JPL's strategy team, bringing extensive market research expertise and a proven ability to translate complex data into actionable strategic direction. Astute at finding meaningful connections and insights, she builds strategic programs that marry business objectives with deep audience understanding. Lindsey has developed particular depth in educational marketing, working with institutions navigating shifts in student recruitment, family decision-making and competitive positioning—a specialization informed by her research and strategy work with clients including the Catherine Hershey School, Milton Hershey School, PA Office of Child Development, Berks County Intermediate Unit, The Pennsylvania Key, Commonwealth Charter Academy, Harrisburg University, Harrisburg Area Community College, PA State System of Higher Education (PASSHE) and the Pennsylvania Early Learning Commission.

Prior to her current role, Lindsey managed the market research and innovation practices at Leap, a Harrisburg-based consultancy, where she led the development and execution of traditional and non-traditional research campaigns designed to inform brand strategy, messaging and product development. Her broader brand experience spans Johnson & Johnson, Comcast Xfinity, The Hershey Company and Campbell Soup Company. Earlier in her career, she developed media strategy and managed campaign executions at Harmelin Media in Philadelphia. Lindsey holds a bachelor's degree in mass media communication from the University of Delaware.

Dr. Perry N. Wood is an Erie, Pennsylvania economic development leader who has served as Executive Director of the Erie County Gaming Revenue Authority (ECGRA) since 2011. He holds a doctorate in Social and Comparative Analysis in Education Policy from the University of Pittsburgh, a master's degree in Organizational Leadership, and a bachelor's degree in Political Science from Mercyhurst University.

Throughout his career, Wood has focused on community and economic development, helping shape initiatives that support small businesses, neighborhood revitalization, education, entrepreneurship, and municipal collaboration across Erie County. Under his leadership, ECGRA adopted an impact-investing approach that has directed tens of millions of dollars in gaming revenue toward projects designed to strengthen the county's economy and quality of life without relying on local tax increases.

Before leading ECGRA, Wood worked in local government and economic development roles, including service with former Pennsylvania Governor Tom Ridge, the City of Erie, and regional technology and business development organizations. He is a co-founder of the Metro 100 civic engagement forum. He is a co-founder of Infinite Erie, a best in class model facilitating countywide collaboration amongst government, civic and the private sector. Wood has served in advisory capacities for numerous regional institutions and elected officials.

Recognized as one of Erie's "Top 40 Under 40" leaders, Wood has been noted for his collaborative leadership style. His work has been chronicled in the book Our Towns (2018) by Jim & Deb Fallows, The New Localism (2018) by Bruce Katz as well as The Atlantic, the Brookings Institution, and Drexel University.

In 2025, he sought the Democratic nomination for Erie County Executive, emphasizing economic growth, public service collaboration, and fiscal stewardship.

Berwood Yost is the Director of the Center for Opinion Research and the Director of the Floyd Institute for Public Policy at Franklin & Marshall College. He is also the Director of the Franklin & Marshall College Poll, which tracks public attitudes toward public policy issues and political campaigns. His scholarship is multidisciplinary and has appeared in journals that include the fields of criminology, human rights, political science, psychology, and public health.
Mr. Yost frequently writes about the results and implications of political campaigns in the state and has closely followed changes within the state’s electorate. His recent work has attempted to identify ideological and partisan patterns among the state’s voters and his recent book, a co-edited volume from Temple University Press, Are All Politics Nationalized? Evidence from the 2020 Pennsylvania Campaigns, explores how political campaigns communicate with voters about the issues that are most important to them.
